Finance Committee
General Terms Of Reference
To consider and make recommendations to Council on all revenue, the expenditures of funds and the general supervision and control of all financial matters.
To consider and make recommendations on all matters relating to the rules and regulations governing employment, council Staff and their conditions of Service.
Committee Regulates
a) Collection of all incomes which entails
b) The expenditure of all funds authorized in the
-budget and supplementary budget which entails: -ensuring sound financial management budgetary control
-preparation of estimates of income and expenditure
-The overall financial affairs of Council and its committees which entails:
- ensuring that checks and balances (internal control) systems exist
- adhering to financial audits (both internal and external)
- production of financial statements
- the staffing of council which entails hiring and firing of staff
- staff development of Council employees which entails designing and implementing training programs for staff and councilors. also prepares the training budget
- staff conditions of service, which entails staff labor relations, the reward system and the promotion and demotion of staff.
Composition Of Committee
The committee will consist of five councilors appointed by the Council. The Committee Chairman is elected by the members and has a casting vote in addition to his deliberative vote.
