Human Resources & Development Committee

  1. The Administration and Personnel Officer shall be the Chief Advisor of the committee.
  2. Recruitment and selection of staff -filling of vacant posts within Council either through internal or external recruitment
  3. To collectively bargain with employees and administer collective bargaining agreements
  4. Code of conduct establishment and administration
  5. Formulation of personnel policies and implementation
  6. Staff and councilors’ development policies
  7. Training courses and workshops identification and administration/coordination
  8. Formulating performance management system and its administration
  9. Conduct of job evaluation exercise
  10. Formulating amendment and administration of conditions of service
  11. Welfare of staff and councilors
  12. Educational loans to staff
  13. Prepare and monitor its annual budget
  14. Design and amend staff job description and contracts.

In general, the committee would: 

Deliberate and comment on policies and practices covering all human resources development issues and make recommendations to full council.
