Human Resources & Development Committee
- The Administration and Personnel Officer shall be the Chief Advisor of the committee.
- Recruitment and selection of staff -filling of vacant posts within Council either through internal or external recruitment
- To collectively bargain with employees and administer collective bargaining agreements
- Code of conduct establishment and administration
- Formulation of personnel policies and implementation
- Staff and councilors’ development policies
- Training courses and workshops identification and administration/coordination
- Formulating performance management system and its administration
- Conduct of job evaluation exercise
- Formulating amendment and administration of conditions of service
- Welfare of staff and councilors
- Educational loans to staff
- Prepare and monitor its annual budget
- Design and amend staff job description and contracts.
In general, the committee would:
Deliberate and comment on policies and practices covering all human resources development issues and make recommendations to full council.
